Help
  • Advise the Chief of Contracting Division on all matters of federal procurement relating to such projects including difficult and complex questions relating to contract formation, contract advertisement, and contract award.
  • Serve as a trial attorney for federal contract litigation of the Fort Worth District before the Armed Services Board of Contract Appeals involving high visibility projects of national significance.
  • Serve as a legal advisor to Source Selection Boards and the Source Selections Authority (SSA) relating to the evaluation of complex, high dollar value federal contracts of national interest and importance.
  • Provide legal guidance on technical issues and contract administration, interpretation, and enforcement issues relating to complex federal architect/engineering or construction projects.
  • Review contract performance involving complex factual issues involving federal contract interpretation, negotiation, and modification which require extensive research analysis and obtaining and evaluating expert opinions or information.
  • Participate and advise in the development and execution of acquisition planning involving programs with very large sums of money having nationwide interest due to high visibility, sensitivity, or impacting major private or public interest.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. The following minimum qualification requirements must be met before applicants are eligible for further consideration:

Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or J.D.). Law school transcripts must be submitted at the time of application.

Bar Membership: An applicant must currently be a member in good standing of the bar of a state, territory, or commonwealth of the United States, District of Columbia, or Commonwealth of Puerto Rico.

Experience: An applicant must have more than three years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position.

Time in Grade Requirement: If currently employed as an attorney by the Federal Government you must have completed one year at the next lower grade level within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position being filled.

Knowledge, Skills, Abilities (KSAs) Qualification Requirements:

1. Knowledge skills and abilities regarding federal laws, regulations, policies, and procedures related to providing legal advice and legal reviews on federal contract formation and contact administration issues (including knowledge of and experience in interpreting the Federal Acquisition Regulation (FAR), Department of Defense Federal Acquisition Regulation Supplement (DFARS), Army Federal Acquisition Regulation Supplement (AFARS), and the USACE Acquisition Instructions (UAI)).

2. Knowledge, skills, and abilities as it applies to providing legal representation for the agency in disputes pending before the Armed Services Board of Contract Appeals (ASBCA) and protests before the Government Accountability Office (GAO), as well as providing legal support to the assigned DOJ attorney on cases pending before the Court of Federal Claims and appellate cases pending before the Federal Circuit.

3. Knowledge, skills, and ability in the following areas of federal law and practice: federal tort law; ethics; fiscal law; and administrative law.

4. Ability to communicate effectively orally and in writing.
